SWS's will be delivered across five regions in Victoria. They involve the identification of regional water resource issues and options for addressing them. Options may include water transfers (as per what happens now in northern irrigation districts), however, they may also include the transfer or reallocation of existing uses of water through the introduction of increased use of recycled water or stormwater. What I am seeking is a model that will be able to compare consistently the merits of various options identified within a region to assist in a decision making framework and perhaps prioritisation process. I am seeking the assistance of persons experienced in the development and operation of WRAM to advise on the ability of this model to do this or possibly how easy (or difficult) it would be to modify the model to do this. Is anyone (preferably located in Melbourne) available to meet with a group from the Department of Sustainability and Environment to discuss this matter? WRAM does provide a consistent methodology to evaluate the impact of the changes in key decision variables eg water pricing, land use, in context of variable climate conditions and the market. It can also be used to examine the implications of alternative water sources when these alternative water sources can be fully costed. For the stand alone version of WRAM available through the toolkit web site, it is quite easy to use. To populate the model with data or with our best estimates is the most time-consuming part of any real-world modelling exercise. WRAM's data requirements are described fully in the user guide bundled with the software. WRAM was developed through a CRC-CH project on Hydrologic and Economic Modelling of Water Allocation (3A). A number of project team members are located in Melbourne. In fact, Mr Barry James in your organisation is thoroughly familiar with REALM and quite up to date with the WRAM-REALM integration work being completed. Erwin is based at Monash, and is in charge of WRAM-related work in Victoria. I have also been working with Rukman in DPI-VIC to introduce a new module in WRAM to allow alternative feed sources for livestock.
